This is actually well done. An improvement. Just a suggestion, a little less on the blur (it can ruin a picture) and the bg could use a little work but I really like this. Cute.

This is stylish, I like the colour choices and how you didn't shade it. Neat stuff. :D

Hope you don't mind me spouting out some tips for you.
Don't use the fill tool.
Take more time to do the linework for a smoother effect, it looks a bit choppy now. Check the wiki help page for the different styles of brushes, opacity and flow possibilities.
Never ever use the fill tool.
It is very handy to make use of layers, over at wiki there is a very useful tutorial on the several tools Lascaux has.
Reading anatomy books or looking at pictures of people in certain poses help with human bodies, it looks like his right foot is on backwards, now it seems as if we see the sole of his foot.
And finally, don't take it all the wrong way, and don't even take my opinion too serious, there are way better artists over here to give useful tips, but these are a few of the most common things you'd like to know.

I agree. Lately I have been drawing half assed. But once in a while my right brain will take over and I will be able to draw something worth taking a peek at or having a good laugh at.

Its nice but Ive said this befor and now I know what Im talking about when people say theyre much better on paper. Its annoying and wanting, its pretty much like trying to make people like you for art and if youre not very good on paper well isnt that embarrassing. Practice practice practice, tons of people do amazing things with mouses and even on paper its hard to draw. Art is not the easiest of things to do well so just ask yourself if you want to make art a major part of your life and if you do practice.
