Layers are exactly what they are, they're layers. They're levels. If you draw on 'Layer 1', what you draw on 'Layer 0' will be under what you drew in 'Layer 1'.

You can make layers by clicking the little white box on the left side where it lists all the layers (err. . . did that make sense?) What you draw on the layer on top, will cover over the things you put on the layers beneath. So if you put your outline on the top layer, and colour on the one below, you are actually colouring under your lineart. It's really handy, it just takes getting used to. Somethings to watch out for is that it's really hard to tell if something is white or transparent. You can make it transparent by selecting the eraser and the paintbucket at the same time, then filling it in (You won't actually see a difference, it just makes that part transparent so that what's on the layer beneath will show up. It still looks white) . If you really want to know, you should read the help of some program like adobe photoshop on layers because it works pretty much the same way here, this just has a bit less options. Oh, and all the stuff I just said is about OekakiBBS. Never tried PaintBBS. Hope it helps!
