I think the reason that is looks flat is because the neutral grey overpowers all the other highlights and shades. if the figure itself were before a black background, as an example, it would look more dynamic. Try to add more darks on the figure, too :)

Yes, she's in jail, and she's SUPER HAPPY!! :D
Actually, she's just inside one of the warships. I took a quick look at a picture of one of the warships, and the walls are (almost) just like that, same with the lamp thing.

I didn't use the blur tool

Edit: Well I used It a little on the face. I just set the opacity really low.
And I agree with what Hide said.

Nice face and colouring, it looks iridescent and paint-like. The face has great shading and structure, like zep's drawings. Very nice. |:)
