You should keep your lineart on a separate layer so that the shading does not blend over it. Also, to shade properly you will want to pick some significantly darker shades of the colors you have (easy in lascaux or shi-advanced with the HSB choosers). Then use reverse mask to shade in the colors without screwing up your other colors.
You might try looking at some real pictures from the show and seeing how they do shading, experiment with trying to get the same celshaded look they use.
But in all seriousness, dragon ball z is total crap. It is amazing that you managed to draw it even worse than it actually is, quite an accomplishment. ;-)

Hmm, he need some pupils. I think is ear is a little to big, and it needs to be brought down a little.
It also need more of a curv on the bottum (ear lobe).

Anyway, I don't think the term you are trying to pin on him can apply to Males.
While it's a.. sporting.. attempt, Using Dodge/Burn on skin is -evil-, note the blotchyness. If you're drawing with a mouse, I can forgive you somewhat for the squigglyness of the lines, but that's not a total excuse because I believe Hakkai is a mouser, and well... yesh.
Teh ear is also WAY too high, If you trace a line (with your finger) from the corner of your eye to the ear, your finger would end up at about the middle of your ear. Yes, it's anime and not realism, but even anime characters have properly places ears... most times.
I am drawing witha regular mouse and and I did not use the dodge/burn tool. seccondly, I don't think Marcello Is a moron anymore so I applogise to you Marcello.
