Fat neck.. Oo; XD Yes, you shouldn't use teh dodge tool.. You need to fix the hair. Nice attempt, though. ;)

Actually, the neck is fine. Too many anime drawings have ridiculously skinny necks. -___- The proportions on her face are off, though. Eyes should be about halfway down the face, the nose is halfway between the eyes and the chin, and the mouth is about halfway between the nose and the chin.

My first try at shi painter ^_^ It could be better, but I'm happy with the first results. this picture doesn't really hold any significant meaning, I was just messing around, and this is what came out. Yay.
