The colors are off.. uhm.. yeah cuz the computer I'm on is a bit darker than I thought it was. So if it looks funny as in hair wise. I'm sry, but I can't tell.

her hand is a bit small, and you dont need to add those lines on the fingers if its just anime. Makes it look too detailed and stufff.

cleaning up the line art is just making the lines really smooth and not shaky or anything. i cant help you with that though as my line art isnt really perfect either.

Cleaning up lineart means that its not all scribbly or too pixelated (unless thats what you intended). Like smoother and less messy lineart.
Eh...I'm not really good at explaining stuff...sooo..yeah. But what usually helps is if you first draw a sketch in a light color of what you want to be the lineart on layer zero, the you zoom in and go over it slowly in the color you want the lineart to be on a higher layer (like layer 1 or 2).
Hope that helped you a bit. :)
Oh, and I would also recommend using brushes instead of the fill tool. :D

This is neat, the black and white caught my eye. :) I like the wing, it reminds of the ads for Constantine. :D The lines are a lil bit shakey around the edges, so if you revise this later maybe you could try to clean em up a little, but other than that, I think you did a great job.
