Give him a speech bubble that says something like "Don't do drugs, 'cause it's cool to be drug free."

He just looks like an inexpensive mascot for a drug prevention program. Looks good, other than that.

Actually, that is not a basketball.
You can see where his skin is yellow in some parts, and blue most everywhere else? Those are like... Different skin patterns or something. I kinda forgot to make this one match the formation of his hand...Oops.

Nice proportions. You could have made the lines a little darker though, they're more of a dark gray then a black, I espically noticed it in the hand. Nice hand though, I don't even draw hands so I have to give you credit for that one. And you found a nice place to put the ears, I'm hesitant to put ears when I draw anime because I can't line them up with the tops of their eyes. =]

From the sub-game in my RM2K game, it is Chibi Myraila!
Myraila's Adventures is a solo game where you huide Myraila through a chibified frostlia, which looks a lot like the original one from the main game.
Anyhow... Here is Chibi Myraila. The main character of boh games. (Cept she's only like this in Myraila's Adventures)
