Why is this not 13+? Because it's a boy, man chest is seen everywhere. And you can't see his privates. Thus, no reason to uprate it.

those are not man boobs, they're sticking out :p And the collar bone should be at more of an angle and not going into the shoulders.

Your collarbone does go into your shoulders. And if you haven't noticed, man chests are not completely flat, they do have some leverage to them. I'll try to make his chest look more 'masculine' though...

The belly button on a male is lower, the hips on a male are narrower. Not that care if you draw naked females and post them at the "everyone" level, I don't, just thought you might like to know since you're drawing a male.
