This is my second drawing, this is a young elf with a robe tied to his back , this time i tried to put a background

You seem to have your own style for drawing people. It's interesting, it is. (In a good way, of course!)
This looks like it was drawn with a Pen (the actual writing tool of old, not OSP's Pen Tool.) which makes it a bit more rustic-y.
As for a background, scenery is always nice. Mostly... Perhaps this elf is in a cavern? Err... Maybe.
Anyhow, it's pretty nice. Again, your style for people is a nice change.

use layers. there's three default ones on oekaki shi-painter.
