Um sorry if someone has already asked this but, ho do you delet a picture that is finished?

You can't, they stay on your user board forever, a stain to what could be a perfect resume of artwork.

If you desperately want it gone you can ask a mod to get rid of it I think, but most of the time you just need to get rid of it while it's still unfinished.

If it's a recent picture (I don't know the time limit) you can still delete it even after it's set to finished if you go to the edit/delete option off to the side while viewing it, check the box at the bottom of the edit page, and click delete. If there's no delete option on the edit page then the time limit has already ended. I think it's at least a day that you're given, might be more.
