Could be either. As you know, "L"s and "R"s are the same letter to the Japanese.

It is Kirara. There are no 'L's' in Japanese. the r sounds pretty much like an l, the way they say it. It is kinda a rolled r, but stronger and it sounds more like an L, if you do it right.
