the lay-unif tool (it's on the same button as 'copy')
example (if you want to move to the top layer):

* click the layer box so layer1 is selected (the top one)
* select the lay-unif tool (cycle through until you have it)
* click and drag a rectangle from the top left to bottom right encompasing everything you want to move
* let go.

that should do it
