Save yourself up some of those dollar bills and buy a tablet...you'll love it. I'm sure there's still a Wacom out there for $99. This is still good for a crappy mouse...

Personally, I think the only signifigant difference for me, when I draw, mouse vs tablet, is the time it takes. I can sketch faster with my tablet, but not better. In fact, my lineart when drawn with a mouse is so much better than with a tablet, I have better control, and I tend to pay more attention to detail. I like the tablet very very, but I wouldn't knock mouses either, lol.
