Concerning the space limits placed on images

I'm not very computer savvy, so I'll try to ask this in a way that's understandable. There's a limit to how big you can make your pictures (i.e., 400kb on beginner board, 750kb on intermediate, etc.). What exactly is it that fills up the 'kb meter' (for lack of better word), and is there a way I can minimize my chances of going over the limits? Finally, is there any kind of penalty for repeatedly going over the limit (other than constantly bothering mods for more space?)

thanks for the comments you guys :) It actually IS a he. It was an Avatar art exchange so I drew his avatar. He just happens to dress like a girl. Note his man shoulders and lack of chest :)

School has started for me.

...I'm the only underclassman in my AP Computer Science class. D;
Everyone else is either a junior or a senior.
And although there are girls, there are mostly guys in the class. ;_;

I'm a sophomore and I haven't taken geometry yet... >_>;

I started school last Tuesday (8th graaaaade). I'm in Geometry this year already, though. Algebra was so much fun <3 And I think that it's good that you are in that Computer Science class. You are ahead ;D

I've always had an obsession with birds, with their ability to fly, with their hollow bones and above all, their capacity for freedom. When I was a little girl, I collected feathers in hopes that I could charm them and turn into a bird of my choice. I have the memory of flight, and I do not know where it comes from. I, earthbound creature, must be content to watch as these feathered things - all air and hollow light - soar above me on the thermals above highway twenty-one out of Jacksonville. I would think they taunt me, but birds are not cruel, they are not human, and have no capacity for such things...

(I wish I could fly.)

I don't really have anything else to add. Sorry about the short timer?

Davi - thanks. I'm trying for more of my pencil work up here, it's hard to translate sometimes.

Mooki - It's done now (obviously, lol), but thanks. :)

Cameo - I'm not a fan of colour, I don't see it well and I don't really like working with it - I have to learn someday, I guess.

UnWanted - I suppose? I'd wanted to do more with it, but meh, you know, I got distracted and then she flew away or somesuch nonsense.
