Dave, I don't think it looks very painted, but what I do is draw something, clone the first layer, then on the second cloned layer, use the eraser and just scribble the hell out of it, back and forth and up and down, then use the move tool, and move it just slightly to one side or another, and if you clone that erased layer and do it again, it keeps getting more 'scratchy' looking.

Ah.. it's a cool effect in my opinion
