Welcome back. I really like this for some reason, but it's a bit too manly. You should try giving it more distinct eyelashes, and possibly making the eyes a but larger. The nose could be a bit smaller, but I still like it. I really like how you used the blues with the hair and shading, everything contrasts very nicely. ^__^ The neck is fine with this style, however I do think it could go a little smaller. I really like how this picture turned out, though... :D
