Nice coloring on the girl, but I don't like the background.
That is the only thing that makes me think its not advanced, it looks a bit rushed.

That background is wack-a-doodle. Maybe all it needs is to be toned down a bit, make it more subtle, softer.
The girl is well done and I love the coloring and little highlights. Hair is ftw.

I was suprised to recognize anything from that show. Oh man, did Uresei just keep going ON and ON!

I'm curious how you'd draw Utaru in this style, since he was always called ugly and anime (especially of the 70's) doen't exactly show those imperfections.
