If the person moved away, then you shouldn't feel bad about meeting someone new.
You can still be in touch with the one that moved, so if they get mad, it'd be kinda selfish.
Especially if you like the new person more.

edit: seriously - the answer to that question is emphatically "YES". Be happy, no matter what. I have laughed at as many funerals as I have birthday parties. Life is painful and sad, but without the pain, you wouldn't know when it feels good. It doesn't mean it's not okay to hurt, or not to be sad, or grieve, or regret things you've done wrong...there's a time for everything... but it's okay to laugh with tears in your eyes.
