just blur it a little, erase a little, fix the proportion of the face, and ad a bg and this may be able to be decent.

Most worst? hehe Proper English strikes again! Anyway, try using the fill tool. It will hep you fill in large sections instead of hand-filling them in. If you do that it looks scratchy. Again, as Kazukie said, if you thought it was your worst then why submit it?
