Well have to say until you mentioned her breast I didn't notice (maybe because no nipple) I think this is fine for everyone, but if you want to be safe 13+ would be fine. I love that era too, the art was so well designed (just a hard word to spell:}) Very lovely peice patches, especially the soft glow on her cheeks.
