On Oekaki the layers is on the lower right of the window. Below tools. Click on it and a little box will pop up showing your layers. You can add or merge or delete as you wish. It's been awhile since I used Shi but I think I'm right about it's location.
Ah, above the - (which is zoom out btw) + of course is zoom in. Hope that helps.
It's a good pic. Consider next time using a thicker pen (or for smoother lines the airbrush tool) then erasing with a soft eraser. You get great lineart that way. I'm not sure if I said so, welcome.
