When I first looked at this I thought "Mr. Walrus from Alice in Wonderland." :D But then what is he looking at? did he come to the city to find Alice in the world of un-wonderland (aka "the real world")? Hey that would make a pretty nice plot for a story! xD

I think he's looking at the world through binoculars because he's too embarrassed of the spots all over his face to actually go out in public and face people up close.
