OMG! XD it's awesome! I agree with Ty. Make him dripping wet to look like he came from the sea. So far it makes it looks like he's at the end of a waterfall or the edge of the earth.

Omg I am so witty. No, really, though. First things first, try using the "Anti-Alias" function in Lascaux. It will make your lines smoother, and, in turn, more cartoony-ish-erific. I think. Unless this whole jagged solid thing was what you were aiming for. Also, at this perspective, I think the monster looks a little weird. Without some sort of splash, or movement of water, it seems as if it is at the edge of the world and sort of "eating the ocean" with its large, cavernous mouth. To make it even more cartoony, you can add different stripes of blue for the sky and see how that works out. I'm not sure if you did this on purpose, but the right tentacle is a bit thinner than the second. Just a small inconsistency, though, and I thought it might be helpful to tell ya. Other than that, the picture is ok, except for the fact that waves have shiny highlights more often than shadows.
Yes, I do like this picture very much! I was even starting to post on it before I saw what Davincipoppalag wrote. Pictures like this are so great because they tell a story with one frame. It is not a complete story, but the appealing colors and crisp cleanliness of this picture made me look at it long enough to come up with enough in my head to make sense out of it.
If more pictures were like this, I would be very happy.
