Anywho, no those arent cryptic symbols in the background. They're words, in English too.
It says:

Then transparently layed over that it says, "I AM MAGIC I AM POWER"

It turned out way spiffier than i thought it would. ^^ Anywho I'm off to bed now.

Oh yeah, the rating is for nudity, even though you cant even see enough to tell if it's male or female, you can still tell that whatever it is is naked... or in a skin coloured skin tight suit...
