I wish I could,but I have no idea of how to lower the file size to 17K. ;___;

Well, for starters, you can use a program like irfanview to scale the image down a little. Then save it with a lower jpeg quality (such as 80%) until you can get it under 17K.

I have no idea, irfanview is freeware, quite fast and powerful as well.
