Well, Qt, my take on it is he's sayin "fuck you" to whoever told him to say "only you can prevent forest fires"...and to emphasize the 'fuck you'...he flicks his cigarette into some brush nearby.

My first idea was to have a kid in there asking about forest fires or some shit and then Smokey saying "shut up and get me another beer ya little shit!" But then I got lazy about the whole damn thing.
