I wouldn't have necessarily put white on the water.
Manually painted glow(not using heal or burn) takes practice in my opinion. The basic rule is to have very saturated colors for the transitions. Which isn't the case now on the water surface as you just put some soft white strokes on top of it.

Fallout 3 is one of the best games I've played. Now, mind you, I killed every
